I am truly incompetent and beg Your Majesty to punish me!” Luo Duo was immediately alarmed when he received Xiao Linye’s summons.

Moreover, though Luo Duo wasn’t an official directly under Duzhou’s jurisdiction, he had been personally appointed by Xiao Linye to oversee the southwestern region, secretly carrying out supervisory duties.
