Observing humanity’s chaos from a detached vantage point, entertaining himself. With absolute superiority, he could intervene whenever he pleased.

Kagura spat the words, steadying his resolve as he explored the non-residential areas of the thirteenth floor.  

The staircase leading to the helipad on the roof was hard to locate due to its dim lighting and a section of the artwork requiring card authorization to open.  

At the far end of the hallway, carts with large boxes sat in rows.  

Confirming that no guards were stationed on the thirteenth floor was a significant advantage. Li Azhar had elite security, but if he wasn’t present, capturing Toono seemed feasible. The ideal plan would be to extract him by helicopter from the rooftop.  

Kagura stared intently at a rectangular door, glowing faintly blue under the blacklight. Amid this eerie environment, the door stood out like an emergency exit to reality.  

Toono was likely behind it.  

The yearning to barge in and capture him made Kagura’s body tremble.  

But he knew that extracting Toono from this castle would be impossible on his own. Creating a commotion here would only drag Haiiro, Riki, and Kataware into the fray.  

―――This isn’t just about me.  

Zero wanted to protect the Enwu members, just as Kagura himself did. For that reason, retreating was the only option for now. Telling himself this, Kagura prepared to conclude his mission and return to the twelfth floor.  

But then, he heard the sound of footsteps ascending the stairs.  

Instinctively, he ran to the end of the hallway and hid behind the boxes stacked on a cart. Holding his breath, he watched as the plain masks of two security guards came into view. Between them was the outline of a dress—dragged along by both arms was a woman in a sleeveless white dress.  

―――No way…  

Without the rabbit mask she wore earlier, Kagura couldn’t be certain, but didn’t the girl he bumped into on the twelfth floor wear a dress just like that? Heart pounding in his throat, he strained his eyes.  

The woman being dragged sobbed and muttered words that sounded like a delirious chant.  

“I’m sorry… I’m sorry… It’s all my fault… Please forgive me…”  

That tear-choked, hoarse voice was undoubtedly hers.  

Even though their interaction had been brief, Kagura now found himself personally involved. The girl was about to become one of the ‘vanished guests’.  

She had likely borrowed money against her family registry from the Eastern Alliance to obtain drugs.  

“If you give me something strong enough to kill me, I’ll do whatever you want.”

“Disappointing that the last one’s a stingy guy.”

She must have known tonight would be her last. Perhaps she saw salvation in using a death drug to end her life.  

―――Was Haruka like this too? Did she also want to die?  

Haruka’s death had been a result of a client’s suicide, but perhaps she had also wished to end the hellish cycle of drugs and prostitution.  

Kagura bit his lip hard as unwelcome thoughts surfaced—ones he had never entertained before.  

Even if that were the case, Kagura refused to believe that Haruka had found salvation. She had been weak, longing only for a moment of relief, and had reached out to Toono. The downward spiral that followed wasn’t her fault. If she had been made to believe death was a form of salvation, that was unjust.  

“Stop—Nooo!”  

A scream suddenly echoed through the hall.  

The girl, about to be shoved into one of the boxes in Kagura’s hiding place, broke free of the guards’ grip. She dashed toward the blue-lit door that resembled an emergency exit and pounded on it with both fists.  

“Help me! Please, help!”  

As the guards tackled her to the ground, the emergency door slid open.  

A towering man wearing a demon mask stepped through. His V-neck shirt glowed under the blue light, illuminating a lizard tattoo etched onto the left side of his neck.  

It was Toono.  

A cold chill ran down Kagura’s entire body.  

“What’s with all the noise?” Toono asked.  

“Our apologies,” one of the guards replied. “We were told this one required inspection on the thirteenth floor. But when we tried to box her up, she started struggling.”  

The other guard spoke in a tone dripping with vulgarity. “She just turned seventeen. Definitely worth a thorough inspection.”  

“Oh, that girl?” Toono replied with disinterest.  

Then, without hesitation, he unbuckled his belt.  

“Pin her to the floor.”  

The guards wrestled the panicked girl to the ground, holding her down as she thrashed and screamed. Toono knelt over her, placing his limbs around her frail body, and shoved his fingers into her mouth.  

“Do you want me to cut out your tongue?”  

“Mmgh…”  

He removed his hand from her mouth, only to seize her slender knee, visible beneath the dishevelled dress.  

“I’ll crush this so you’ll never walk again. After this, you’ll be sold overseas, where you’ll be dismembered and tortured to death.”  

It struck Kagura that even Ao, a guard at the Okita Clinic, might have suffered the same fate—his tongue cut out and his leg bones shattered, all at Toono’s hands.  

“This is just the entrance to hell.”

As if acting out a scene from a painting of the Last Judgment, the demon-like man loomed over the sobbing girl.  

Kagura shut his eyes tightly and covered his ears with his palms.  

He had to bring the information he gathered back. Starting a commotion here and involving Enwu was out of the question. That was how he would honour Zero’s trust.  

Behind his closed eyelids, Haruka’s face surfaced. The one being sacrificed now wasn’t Haruka. Saving this girl wouldn’t bring Haruka back. To root out the source of this evil, they needed to capture Toono and dismantle the Eastern Alliance.  

“―――…”  

A tremor radiated from deep within Kagura’s body.  

Even though he should have kept his eyes shut, they opened. Even though he should have kept his ears covered, his hands formed fists instead.  

He realised once again that he was just a weak-willed ‘Citizen’.  

You’re impatient, always itching to bite at something,” Zero had once said.

Murmuring this to himself, Kagura removed his earpiece and slipped it into the pocket of his slacks. As long as he didn’t activate it, Kataware wouldn’t send Haiiro or Riki for backup. Kataware had said it was a bother when Kagura didn’t rely on them, but this was a move Kagura needed to make for his own survival. If he turned a blind eye here, a part of him would rot away.  

Kagura steeled his legs and shot out from behind the boxes like a bullet.  

With that momentum, he tackled the man off the girl. Toono’s body tumbled across the floor, his mask falling off.  

As the guards lunged at Kagura, Toono, lazily sitting up, commanded, “Wait. Let me have a little fun first.”  

Shielding the girl behind him, Kagura locked eyes with Toono.  

Even without the demon mask, the pale blue glow in Toono’s eyes under the black light sent chills down anyone’s spine.  

Toono’s gaze shifted slightly, focusing on the girl trembling in fear behind Kagura.  

In a voice as grating as the scrape of metal dust, Toono barked an order at her.  

“Strangle that man.”
